SEC. 304. NATIONAL SECURITY EDUCATION TRUST FUND OBLIGA- TIONS. During fiscal year 1994, $24,000,000 is authorized to be obligated from the National Security Education Trust Fund established by section 804(a) of the David L. Boren National Security Education Act of 1991 (Public Law 102-183; 50 U.S.C. 1904(a)). SEC. 305. TRANSFER FROM NATIONAL DEFENSE STOCKPILE FUND. (a) TRANSFER AUTHORITY. —To the extent provided in appropriations Acts, not more than $500,000,000 is authorized to be transferred from the National Defense Stockpile Transaction Fund to operation and maintenance accounts for fiscal year 1994 in amounts as follows: (1) For the Army, $150,000,000. (2) For the Navy, $150,000,000. (3) For the Air Force, $200,000,000. (b) TREATMENT OF TRANSFERS. — Amounts transferred under this section— (1) shall be merged with and be available for the same purposes and the same period as the amounts in the accounts to which transferred; and (2) may not be expended for an item that has been denied authorization of appropriations by Congress. (c) RELATIONSHIP TO OTHER TRANSFER AUTHORITY. —The transfer authority provided in this section is in addition to the transfer authority provided in section 1101. SEC. 306. FUNDS FOR CLEARING LANDMINES. (a) LIMITATION.— O f the funds authorized to be appropriated in section 301, not more than $10,000,000 shall be available for activities to support the clearing of landmines for humanitarian purposes (as determined by the Secretary of Defense), including the clearing of landmines in areas in which refugee repatriation programs are on-going. (b) REPORT. — Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the implementation of subsection (a). The report shall specify the following: (1) The amount of the funds made available under subsection (a) that are to be expended. (2) The purposes for which the funds are to be expended. (3) The location of the landmine clearing activity. (4) Any use of United States military personnel or employ- ees of the Department of Defense in the activity. (5) Any use of non-Federal Government organizations in the activity. (6) The relationship between the activity and the missions of the Department of Defense.
