SEC. 707. SCIENTIFIC AND POLICY ADVISORY COMMITTEE. Section 26 (22 U.S.C. 2566) is amended to read as follows: "SCIENTIFIC AND POLICY ADVISORY COMMITTEE "SEC. 26. (a) ESTABLISHMENT. —(1) The President may appoint a Scientific and Policy Advisory Committee (in this section referred to as the 'ConmiitteeO of not to exceed 15 members, not less than eight of whom shall be scientists. "(2) The members of the Committee shall be appointed aa President. follows: "(A) One member, who shall be a person of renown and distinction, shall be appointed by the {resident, by and with the advice and consent of the Senate, as Chairman of the Committee. "(B) Fourteen other members shall be appointed by the President. "(3) The Committee shall meet at least twice each year. " (b) FUNCTION.— It shall be the responsibility of the Committee to advise the President, the Secretary of State, and the Director respecting scientific, technical, and policy matters affecting arms control, nonproliferation, and disarmament. "(c) REIMBURSEMENT OF EXPENSES.— The members of the Committee may receive reimbursement of expenses only in accordance with the provisions applicable to the reimbursement of experts and consultents under section 41(d) of this Act. "(d) TERMINATION.—The Committee shall terminate two years after the date of enactment of the Arms Control and Nonproliferation Act of 1994. "(e) DEFINITION.—As used in this section, the term 'scientist' means an individual who has a demonstrated knowledge and technical expertise with respect to arms control, nonproliferation, and disarmament matters and who has distinguished himself or herself in any of the fields of physics, chemistry, mathematics, biology, or engineering, including weapons engineering.". SEC. 708. PRESIDENTIAL SPECIAL REPRESENTATIVES. (a) IN GENERAL.—Section 27 (22 U.S.C. 2567) is amended to read as follows: "PRESIDENTIAL SPECIAL REPRESENTATIVES "SEC. 27. The President may appoint, by and Math the advice and consent of the Senate, Special Representatives of the President for arms control, nonproliferation, and disarmament matters. Each Presidential Special Representative shall hold the rank of ambassador. One such Representative may serve in the Agency as Chief Science Advisor. Presidential Special Representatives appointed under this section shall perform their duties and exercise their powers under the direction of the President and the Secretary of State, acting through the Director. The Agency shall be the (government agency responsible for providing administrative supgort, including funding, staff, and omce space, to all Presidential pecial Representatives. ".
