Mcidnney Homeless Assistance Act (42 U.S.C. 11450) is amended by striking "1993" and inserting "1995". Subtitle B—Tech-Prep Programs Alaska Native Culture and Arts Development Act 20 USC 4401 note. 20 USC 4441. SEC. 711. TECH-PREP EDUCATION. (a) CONTENTS OF PROGRAM. — Section 344(b)(2) of the Tech- Prep Education Act (20 U.S.C. 2394b(b)(2)) is amended by inserting "or 4 years" before "of secondary school". (b) SPECIAL CONSIDERATION; PRIORITY.—Section 345(d)(2) of the Tech-Prep Education Act (20 U.S.C. 2394c(d)(2)) is amended to read as follows: "(2) are developed in consultation with business, industry, labor imions, and institutions of higher education that award baccalaureate degrees; and". Subtitle C—Alaska Native Art and Culture SEC. 721. SHORT TITLE. This title may be cited as the "Alaska Native Culture and Arts Development Act". SEC. 722. ALASKA NATIVE ART AND CULTURK Part B of title XV of the Higher Education Amendments of 1986 (20 U.S.C. 4441 et seq.) is amended— (1) in the part heading, to read as follows: TART B—NATIVE HAWAIIANS AND ALASKA NATIVES"; and (2) in section 1521, to read as follows: •«EC. 1521. PROGRAM FOR NATIVE HAWAIIAN AND ALASKA NATIVE CULTURE AND ARTS DEVELOPMENT. "(a) IN GENERAL. —The Secretary of the Interior is authorized to make grants for the purpose of supporting programs for Native Hawaiian or Alaska Native culture and arte development to any private, nonprofit organization or institution which— "(1) primarily serves and represents Native Hawaiians or Alaska Natives, and "(2) has been recognized by the Governor of the State of Hawaii or the Governor of the State of Alaska, as appropriate, for the purpose of making such organization or institution eligible to receive such grantis. "(b) PURPOSE OF GRANTS.— Grants made under subsection (a) shall, to the extent deemed possible by the Secretary and the recipient of the grant, be used— "(1) to provide scholarly study of, and instruction in. Native Hawaiian or Alaska Native art and culture, "(2) to establish programs which culminate in the awarding of degrees in the various fields of Native Hawaiian or Alaska Native art and culture, or "(3) to establish centers and programs with respect to Native Hawaiian or Alaska Native art and culture that are
