Preemption of intrastate transportation of property. SEC. 2. DEFINITIONS. In this Act, the following definitions apply: (1) ADMINISTRATOR. —The term "Administrator" means the Administrator of the Federal Aviation Administration. (2) SECRETARY. —The term "Secretary" means the Secretary of Transportation. SEC. 3. AMENDMENT OF TITLE 49, UNITED STATES CODE. Except as otherwise expressly provided, whenever in this Act an amendment or repeal is expressed in terms of an amendment to, or a repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of title 49, United States Code. TITLE I—AIRPORT AND AIRWAY IMPROVEMENT SEC. 101. AIRPORT IMPROVEMENT PROGRAM. (a) AUTHORIZATION OF APPROPRIATIONS.— Section 48103 is amended— (1) by striking "Not more" and all that follows through "1993," and inserting "The total amounts which shall be avail-
