Limited partnerships with private developers of housing.". SEC. 2804. REIMBURSEMENT FOR SERVICES PROVIDED BY THE DEPARTMENT OF DEFENSE INCIDENT TO CONSTRUC- TION, MAINTENANCE, OR REPAIR PROJECTS TO REAL PROPERTY. (a) FIXED RATE FOR REIMBURSEMENT FOR CERTAIN SERVICES.— Section 2205 of title 10, United States Code, is amended— (1) by inserting "(a) AVAILABILITY OF REIMBURSEMENTS.— " before the first sentence; and (2) by adding at the end the following new subsection: " (b) FIXED RATE FOR REIMBURSEMENT FOR CERTAIN SERVICES.— The Secretary of Defense and the Secretaries of the military departments may charge a fixed rate for reimbursement of the costs of providing planning, supervision, administrative, or overhead services incident to any construction, maintenance, or repair project to real property or for providing facility services, irrespective of the appropriation financing the project or facility services.". (b) CONFORMING AMENDMENTS. — (1) The heading of such section is amended to read as follows: "§ 2205. Reimbursements". (2) The item relating to such section in the table of sections at the beginning of chapter 131 of title 10, United States Code, is amended to read as follows: "2205. Reimbursements.". SEC. 2805. AUTHORITY TO PAY CLOSING COSTS UNDER HOMEOWNERS ASSISTANCE PROGRAM. Section 1013(c) of the Demonstration Cities and Metropolitan Development Act of 1966 (42 U.S.C. 3374(c)) is amended by inserting after the first sentence the following new sentence: "The Secretary may also pay a person who elects to receive a cash payment under clause (1) of the preceding sentence an amount that the Secretary determines appropriate to reimburse the person for the costs incurred by the person in the sale of the property if the Secretary determines that such payment will benefit the person and is in the best interest of the Federal Government.".
