PUBLIC LAW 103-382—OCT. 20, 1994 108 STAT. 3975 "(f) GIFTS. —The (Joals Panel may accept, administer, and utilize gifts or donations of services, money, or property, whether real or personal, tangible or intangible.". (2) NATIONAL EDUCATION STANDARDS AND IMPROVEMENT COUNCIL.—Section 215 of the Goals 2000: Educate America Act (20 U.S.C. 5845) is amended by adding at the end the following new subsection: "(f) GIFTS.— The Council may accept, administer, and utilize gifts or donations of services, money, or property, whether real or personal, tangible or intangible.". (c) LOCAL AGENCY PLAN APPROVAL. —Paragraph 4 of section 309(a) of the Goals 2000: Educate America Act (20 U.S.C. 5889) is amended by inserting "made by the local educational agency" after "modifications". (d) STATE PLANNING FOR IMPROVING STUDENT ACHIEVEMENT THROUGH INTEGRATION OF TECHNOLOGY INTO THE CURRICULUM.— Subsection (b) of section 317 of the Goals 2000: Educate America Act (20 U.S.C. 5897(b)) is amended by adding at the end the following new paragraph: "(3) OUTLYING AREAS. —(A) From the amount appropriated pursuant to the authority of subsection (f) for fiscal year 1995, the Secretary shall reserve a total of 1 percent to provide assistance under this section— "(i) to the outlying areas; and "(ii) for the Secretary of the Interior to conduct directly or through a contract, systemic technology planning for Bureau-funded schools. "(B) The funds reserved under subparagraph (A) shall be distributed among the outlying areas and the Secretary of the Interior by the Secretary according to the relative need of such areas and schools for assistance under this section.". SEC. 362. EDUCATION COUNCIL ACT OF 1991. Title II of the Education Council Act of 1991 (20 U.S.C. 1221 - 1 note) is repealed. SEC. 363. AUGUSTUS F. HAWKINS-ROBERT T. STAFFORD ELEMENTARY AND SECONDARY SCHOOL IMPROVEMENT AMENDMENTS OF 1988. Title IV of the Augustus F. Hawkins-Robert T. Stafford Elementary and Secondary School Improvement Amendments of 1988 (20 U.S.C. 4901 et seq.) is repealed. SEC. 364. STAR SCHOOLS PROGRAM ASSISTANCE ACT. The Star Schools Program Assistance Act (20 U.S.C. 4081 et seq.) is repealed. SEC. 365. FUND FOR THE IMPROVEMENT AND REFORM OF SCHOOLS AND TEACHING ACT. The Fund for the Improvement and Reform of Schools and Teaching Act (20 U.S.C. 4801) is repealed. 20 USC 4801 et seq. SEC. 366. TECHNOLOGY-RELATED ASSISTANCE FOR INDIVIDUALS WITH DISABILITIES ACT OF 1988. (a) IN GENERAL. — Part E of title II of the Technology-Related Assistance for Individuals With Disabilities Act of 1988 (29 U.S.C. 2231 et seq.) is repealed. 29 USC 2271.
