(b) REPORT.— Not later than September 1, 1996, the Comptroller General of the United States shall submit to the Committee on Education and Labor and the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that describes the findings, determinations, and evaluations of the study conducted pursuant to subsection (a). TITLE IV—EFFECTIVE DATE SEC. 401. EFFECTIVE DATE. 42 USC 1755 Except as otherwise provided in this Act, this Act and the amendments made by this Act shall become effective on October 1, 1994.
