PUBLIC LAW 104-8 —APR. 17, 1995 109 STAT. 153 (6) The term "financial plan and budget" means a financial plan and budget described in subtitle A of title II, and includes the budgets of the District government for the fiscal years which are subject to the financial plan and budget (as described in section 201(b)).
