(d) ADDITIONAL TERMS AND CONDITIONS.— The Secretary of the Army may require such additional terms and conditions in connection with the transfer under this section as the Secretary of the Army considers appropriate to protect the interests of the United States. SEC. 2852. TRANSFER OF JURISDICTION, FORT BLISS, TEXAS. (a) TRANSFER OF LAND FOR NATIONAL CEMETERY.—The Secretary of the Army may transfer, without reimbursement, to the administrative jurisdiction of the Secretary of Veterans Affairs a parcel of real property (including any improvements thereon) consisting of approximately 22 acres and comprising a portion of Fort Bliss, Texas. (b) USE OF LAND.—The Secretary of Veterans Affairs shall use the real property transferred under subsection (a) as an addition to the Fort Bliss National Cemetery and administer such real property pursuant to chapter 24 of title 38, United States Code. (c) LEGAL DESCRiF:riON. —The exact acreage and legal description of the real property to be transferred under this section shall be determined by a survey satisfactory to the Secretary of the Army. SEC. 2853. TRANSFER OF JURISDICTION AND LAND CONVEYANCE, 16 USC 668dd FORT DEVENS MILITARY RESERVATION, MASSACHU- note. SETTS. (a) TRANSFER OF LAND FOR WILDLIFE REFUGE. —Subject to subsections (b) and (c), the Secretary of the Army shall transfer, without reimbursement, to the administrative jurisdiction of the Secretary of the Interior that portion of Fort Devens Military Reservation, Massachusetts, that is situated south of Massachusetts State Route 2, for inclusion in the Oxbow National Wildlife Refuge. (b) LAND CONVEYANCE.— Subject to subsection (c), the Secretary of the Army shall convey to the Town of Lancaster, Massachusetts (in this section referred to as the "Town"), all right, title, and interest of the United States in and to a parcel of real property consisting of approximately 100 acres of the parcel available for transfer under subsection (a) and located adjacent to Massachusetts State Highway 70. (c) REQUIREMENTS RELATING TO TRANSFER AND CONVEYANCE.— (1) The transfer under subsection (a) and the conveyance under. subsection (b) may not be made unless the property to be transferred and conveyed is determined to be excess to the needs of the Department of Defense. (2) The transfer and conveyance shall be made as soon as practicable after the date on which the property is determined - to be excess to the needs of the Department of Defense.
