110 STAT. 1321-355 PUBLIC LAW 104-134—APR. 26, 1996 CHAPTER 3 DEPARTMENT OF THE INTERIOR AND RELATED AGENCIES DEPARTMENT OF ENERGY STRATEGIC PETROLEUM RESERVE Notwithstanding section 161 of the Energy PoUcy and Conservation Act (42 U.S.C. 6241), the. Secretary of Energy shall draw down and sell in fiscal year 1996, $227,000,000 worth of Strategic Petroleum Reserve oil from the Weeks Island site. CHAPTER 4 DEPARTMENTS OF LABOR, HEALTH AND HUMAN SERVICES, AND EDUCATION DEPARTMENT OF HEALTH AND HUMAN SERVICES ADMINISTRATION FOR CHILDREN AND FAMILIES JOB OPPORTUNITIES AND BASIC SKILLS (RESCISSION) Of the funds made available under this heading elsewhere in this Act, there is rescinded an amount equal to the total of the funds within each State's limitation for fiscal year 1996 that are not necessary to pay such State's allowable claims for such fiscal year. Section 403(k)(3)(F) of the Social Security Act (as amended 42 USC 603. by Public Law 100-485) is amended by adding: "reduced by an amount equal to the total of those funds that are within each State's limitation for fiscal year 1996 that are not necessary to pay such State's allowable claims for such fiscal year (except that such amount for such year shall be deemed to be $1,000,000,000 for the purpose of determining the amount of the payment under subsection (1) to which each State is entitled),". DEPARTMENT OF EDUCATION STUDENT FINANCIAL ASSISTANCE Notwithstanding any other provision of this Act, the first and third dollar amounts provided in Title I of this Act under the heading "Student Financial Assistance" are hereby reduced by $53,446,000. CHAPTER 5 MILITARY CONSTRUCTION (RESCISSIONS) Of the funds provided in Public Law 104-32, the Military Construction Appropriations Act, 1996, the following funds are hereby rescinded from the following accounts in the specified amounts: Military Construction, Army, $6,385,000;
