PUBLIC LAW 104-193—AUG. 22, 1996 110 STAT. 2289 school year, schools that are participating in the school lunch or school breakfast program shall serve lunches and breakfasts under the program that— "(A) are consistent with the goals of the most recent Dietary Guidelines for Americans published under section 301 of the National Nutrition Monitoring and Related Research Act of 1990 (7 U.S.C. 5341); and "(B) provide, on the average over each week, at least— "(i) with respect to school lunches, Va of the daily recommended dietary allowance established by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences; and "(ii) with respect to school breakfasts, Vi of the daily recommended dietary allowance established by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences."; (5) in paragraph (3), as redesignated by paragraph (3)— (A) by redesignating clauses (i) and (ii) as subparagraphs (A) and (B), respectively; and (B) in subparagraph (A), as so redesignated, by redesignating subclauses (I) and (II) as clauses (i) and (ii), respectively; and (6) in paragraph (4), as redesignated by paragraph (3)— (A) by redesignating clauses (i) and (ii) as subparagraphs (A) and (B), respectively; (B) in subparagraph (A), as redesignated by subparagraph (A), by redesignating subclauses (I) and (II) as clauses (i) and (ii), respective^; and (C) in subparagraph (A)(ii), as redesignated by subparagraph (B), by striking "subparagraph (C)" and inserting "paragraph (3)", (d) USE OF RESOURCES.— Section 9 of the National School Lunch Act (42 U.S.C. 1758) is amended by striking subsection (h). SEC. 703. FREE AND REDUCED PRICE POLICY STATEMENT. Section 9(b)(2) of the National School Lunch Act (42 U.S.C. 1758(b)(2)) is amended by adding at the end the following: "(D) FREE AND REDUCED PRICE POLICY STATEMENT.— After the initial submission, a school food authority shall not be required to submit a free and reduced price policy statement to a State educational agency under this Act unless there is a substantive change in the free and reduced price policy of the school food authority. A routine change in the policy of a school food authority, such as an annual adjustment of the income eligibility guidelines for free and reduced price meals, shall not be sufficient cause for requiring the school food authority to submit a policy statement.". SEC. 704. SPECIAL ASSISTANCE. (a) EXTENSION OF PAYMENT PERIOD. —Section ll(a)(l)(D)(i) of the National School Lunch Act (42 U.S.C. 1759a(a)(l)(D)(i)) is amended by striking ", on the date of enactment of this subparagraph,". (b) ROUNDING RULE FOR LUNCH, BREAKFAST, AND SUPPLEMENT RATES.— (1) IN GENERAL. —The third sentence of section 11(a)(3)(B) of the National School Lunch Act (42 U.S.C. 1759a(a)(3)(B)) is amended by adding before the period at the end the following:
