PUBLIC LAW 104-193—AUG. 22, 1996 110 STAT. 2303 SEC. 729. SPECIAL SUPPLEMENTAL NUTRITION PROGRAM FOR WOMEN, INFANTS, AND CHILDREN. (a) DEFINITIONS.— Section 17(b) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(b)) is amended— (1) in paragraph (15)(B)(iii), by inserting "of not more than 365 days" after "accommodation"; and (2) in paragraph (16)— (A) in subparagraph (A), by adding "and" at the end; and (B) in subparagraph (B), by striking "; and" and inserting a period; and (C) by striking subparagraph (C). (b) SECRETARY'S PROMOTION OF WIC.— Section 17(c) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(c)) is amended by striking paragraph (5). (c) ELIGIBLE PARTICIPANTS. —Section 17(d) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(d)) is amended by striking paragraph (4). (d) NUTRITION EDUCATION. —Section 17(e) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(e)) is amended— (1) in paragraph (2), by striking the third sentence; (2) in paragraph (4)— (A) in the matter preceding subparagraph (A), by striking "shall"; (B) by striking subparagraph (A); (C) by redesignating subparagraphs (B) and (C) as subparagraphs (A) and (B), respectively; (D) in subparagraph (A), as so redesignated— (i) by inserting "shall" before "provide"; and (ii) by striking "and" at the end; (E) in subparagraph (B), as so redesignated— (i) by inserting "shall" before "provide"; and (ii) by striking the period at the end and inserting "; and"; and (F) by adding at the end the following: "(C) may provide a local agency with materials describing other programs for which a participant in the program may be eligible. "; (3) in paragraph (5), by striking "The State agency shall ensure that each" and inserting "Each"; and (4) by striking paragraph (6). (e) STATE PLAN.— Section 17(f) of the Child Nutrition Act of 1966 (42 U.S.C. 1786(f)) is amended— (1) in paragraph (1)— (A) in subparagraph (A)— (i) by strucing "annually to the Secretary, by a date specified by the Secretary, a" and inserting "to the Secretary, by a date specified by the Secretary, an initial"; and (ii) by adding at the end the following: "After submitting the initial plan, a State shall be required to submit to the Secretary for approval only a substantive change in the plan."; (B) in subparagraph (C)— (i) by striking clause (iii) and inserting the following:
