(e) STYLISTIC AMENDMENTS.— Section 302b of title 37, United States Code, is amended— (1) in subsection (a), by inserting "VARIABLE, ADDITIONAL, AND BOARD CERTIFICATION SPECIAL PAY.— " after "(a)"; (2) in subsection (b), by inserting "AcTiVE-DuTY AGREE- MENT.— " after "(b)"; (3) in subsection (c), by inserting "REGULATIONS. —" after "(c)"; (4) in subsection (d), by inserting "FREQUENCY OF PAY- MENTS.— " after "(d)"; (5) in subsection (e), by inserting "REFUND FOR PERIOD OF UNSERVED OBLIGATED SERVICE. —" after "(e)"; (6) in subsection (f), by inserting "EFFECT OF DISCHARGE IN BANKRUPTCY.—" after "(f)"; and (7) in subsection (g), by inserting "DETERMINATION OF CREDITABLE SERVICE.—" after "(g)". SEC. 616. FOREIGN LANGUAGE PROFICIENCY PAY FOR PUBLIC HEALTH SERVICE AND NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION OFFICERS. (a) ELIGIBILITY.— Subsection (a) of section 316 of title 37, United States Code, is amended— (1) in the matter preceding paragraph (1), by striking out "armed forces" and inserting in lieu thereof "uniformed services"; (2) in paragraph (2)— (A) by striking out "Secretary of Defense" and inserting in lieu thereof "Secretary concerned"; and (B) by inserting "or public health" after "national defense"; and (3) in paragraph (3)— (A) in subparagraph (A), by striking out "military" and inserting in lieu thereof "uniformed services"; (B) in subparagraph (C), by striking out "military"; and (C) in subparagraph (D)— (i) by striking out "Department of Defense" and inserting in lieu thereof "uniformed service"; and (ii) by striking out "Secretary of Defense" and inserting in lieu thereof "Secretary concerned". (b) ADMINISTRATION. —Subsection (d) of such section is amended— (1) by striking out "his jurisdiction and" and inserting in lieu thereof "the jurisdiction of the Secretary,"; and (2) by inserting before the period at the end the following: ", by the Secretary of Health and Human Services for the Commissioned Corps of the Public Health Service, and by the Secretary of Commerce for the National Oceanic and Atmospheric Administration". (c) EFFECTIVE DATE. — The amendments made by this section Applicability, shall take effect on October 1, 1996, and apply with respect to 37 USC 316 note, months beginning on or after such date.
