SEC. 144. COST REIMBURSEMENT FOR PROJECTS COMMENCED PRIOR TO GRANT AWARD. (a) COST REIMBURSEMENT. —Section 47110(b)(2)(C) is amended to read as follows: "(C) if the Government's share is paid only with amounts apportioned under paragraphs (1) and (2) of section 47114(c) of this title and if the cost is incurred— "(i) after September 30, 1996; "(ii) before a grant agreement is executed for the project; and "(iii) in accordance with an airport layout plan approved by the Secretary and with all statutory and administrative requirements that would have been applicable to the project if the project had been carried out after the grant agreement had been executed;". (b) USE OF DISCRETIONARY FUNDS. —Section 47110 is amended by adding at the end the following: "(g) USE OF DISCRETIONARY FuNDS. —A project for which cost reimbursement is provided under subsection (b)(2)(C) shall not receive priority consideration with respect to the use of discretionary funds made available under section 47115 of this title even if the amounts made available under paragraphs (1) and (2) of section 47114(c) are not sufficient to cover the Government's share of the cost of project.". SEC. 145. SELECTION OF PROJECTS FOR GRANTS FROM DISCRE- TIONARY FUND. (a) SELECTION OF PROJECTS FOR GRANTS. —Section 47115(d) is amended— (1) by striking "; and" at the end of paragraph (2) and inserting the following: ", including, in the case of a project at a reliever airport, the number of operations projected to be diverted from a primary airport to the reliever airport as a result of the project, as well as the cost savings projected to be realized by users of the local airport system;"; (2) by strUdng the period at the end of paragraph (3) and inserting a semicolon; and (3) by adding at the end the following: "(4) the airport improvement priorities of the States, and regional offices of the Administration, to the extent such priorities are not in conflict with paragraphs (1) and (2); "(5) the projected growtii in the number of passengers that will be using the airport at which the project will be carried out; and "(6) any increase in the number of passenger boardings in the preceding 12-month period at the airport at which the project will be carried out, with priority consideration to be given to projects at airports at which the number of passenger boardings increased by at least 20 percent as compared to the number of passenger boardings in the 12-monm period preceding such period.". (b) PRIORITY FOR LETTERS OF INTENT. — Section 47115, as amended by section 122 of this Act, is further amended by adding at the end the following:
