112 STAT. 2756 PUBLIC LAW 105-285—OCT. 27, 1998 Low-Income Home Energy Assistance Amendments of 1998. 42 USC 8621 note. TITLE III—LOW-INCOME HOME ENERGY ASSISTANCE SEC. 301. SHORT TITLE. This title may be cited as the "Low-Income Home Energy Assistance Amendments of 1998". SEC. 302. AUTHORIZATION. (a) IN GENERAL.—Section 2602(b) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(b)) is amended by inserting ", such sums as may be necessary for each of fiscal years 2000 and 2001, and $2,000,000,000 for each of fiscal years 2002 through 2004" after "1995 through 1999". (b) PROGRAM YEAR. —Section 2602(c) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(c)) is amended to read as follows: "(c) Amounts appropriated under this section for any fiscal year for programs and activities under this title shall be made available for obligation in the succeeding fiscal year.". (c) INCENTIVE PROGRAM FOR LEVERAGING NON-FEDERAL RESOURCES.— Section 2602(d) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(d)) is amended— (1) by striking "(d)" and inserting "(d)(1)"; (2) by striking "are authorized" and inserting "is authorized"; (3) by striking "$50,000,000" and all that follows and inserting the following: "$30,000,000 for each of fiscal years 1999 through 2004, except as provided in paragraph (2)."; and (4) by adding at the end the following: "(2) For any of fiscal years 1999 through 2004 for which the amount appropriated under subsection (D) is not less than $1,400,000,000, there is authorized to be appropriated $50,000,000 to carry out section 2607A.". (d) TECHNICAL AMENDMENTS.— Section 2602(e) of the Low- Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(e)) is amended— (1) by striking "are authorized" and inserting "is authorized"; and (2) by striking "subsection (g)" and inserting "subsection (e) of such section". SEC. 303. DEFINITIONS. Section 2603(4) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8622(4)) is amended— (1) by striking "the term" and inserting "The term"; and (2) by striking the semicolon and inserting a period. SEC. 304. NATURAL DISASTERS AND OTHER EMERGENCIES. (a) DEFINITIONS. —Section 2603 of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8622) is amended— (1) by redesignating paragraphs (6) through (9) as paragraphs (8) through (11), respectively; (2) by inserting before paragraph (8) (as redesignated in paragraph (1)) the following: "(7) The term 'natural disaster' means a weather event (relating to cold or hot weather), flood, earthquake, tornado,
