"(5) ADDITIONAL LOCAL RESULTS-BASED PERFORMANCE MEAS- URES.— In addition to other applicable results-based performance measures, Head Start agencies may establish local resultsbased educational performance measures.". (c) MONITORING.— Section 641A(c) of the Head Start Act (42 U.S.C. 9836a(c)) is amended— (1) in paragraph (1), by inserting "and results-based performance measures developed by the Secretary under subsection (b)" after "standards established under this subchapter"; and (2) in paragraph (2)— (A) in subpgiragraph (B), by striking "and" at the end; (B) in subparagraph (C)— (i) by inserting "(including children with disabilities)" after "eligible children"; and (ii) by striking the period at the end and inserting a semicolon; and (C) by adding at the end the following: "(D) include as part of the reviews of the programs, a review and assessment of program effectiveness, as measured in accordance with the results-based performance measures developed by the Secretary pursuant to subsection (b) and with the performance standards established pursuant to subparagraphs (A) and (B) of subsection (a)(1); and
