(2) ELIGIBLE RUSSIAN.—The term "eligible Russian" means a Russian nationsQ who is an emerging political leader at any Ifevel of government. (3) PROGRAM.— The term "program" means the grant program established under this section. (4) PROGRAM PARTICIPANT.—The term "program participant" means an eligible Russian selected for participation in the program. CHAPTER 7 DEPARTMENT OF DEFENSE MILITARY CONSTRUCTION, ARMY NATIONAL GUARD For an additional amount for "Military Construction, Army National Guard" to cover the incremental costs arising from the consequences of Hurricane Georges, $6,400,000, as authorized by 10 U.S.C. 2854, to remain available until September 30, 2003. FAMILY HOUSING, ARMY Notwithstanding any other provision of law, for an additional amount for "Family Housing, Army", to provide for the construction and renovation of family housing units at Fort Buchanan, Puerto Rico, $25,000,000, to remain available until September 30, 2003: Provided, That none of the funds appropriated in this or any other Act may be used for family housing initiatives at Fort Buchanan, Puerto Rico pursuant to 10 U.S.C. 2883. CHAPTER 8 DEPARTMENT OF TRANSPORTATION AND RELATED AGENCIES NATIONAL TRANSPORTATION SAFETY BOARD SALARIES AND EXPENSES For an additional amount for "Salaries and expenses" for necessary expenses resulting from the crash of TWA Flight 800, $2,300,00(3: Provided, That the entire amount is available only for costs associated with rental of the facility in Calverton, New York. CHAPTER 9 DEPARTMENT OF THE TREASURY BUREAU OF ALCOHOL, TOBACCO AND FIREARMS SALARIES AND EXPENSES For necessary expenses of the Bureau of Alcohol, Tobacco and Firearms, $4,500,000 is appropriated for the expansion of the National Tracing Center, to remain available until expended.
