The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2000, and for other purposes, namely: TITLE I—KOSOVO AND OTHER NATIONAL SECURITY MATTERS CHAPTER 1 DEPARTMENT OF DEFENSE—MILITARY OPERATION AND MAINTENANCE OPERATION AND MAINTENANCE, ARMY For an additional amount for "Operation and Maintenance, Army", $23,883,000: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. OPERATION AND MAINTENANCE, NAVY For an additional amount for "Operation and Maintenance, Navy", $20,565,000: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. OPERATION AND MAINTENANCE, MARINE CORPS For an additional amount for "Operation and Maintenance, Marine Corps", $37,155,000: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Def- icit Control Act of 1985, as amended. OPERATION AND MAINTENANCE, AIR FORCE For an additional amount for "Operation and Maintenance, Air Force", $38,065,000: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Def- icit Control Act of 1985, as amended: Provided further, That of the funds appropriated under this heading, $8,000,000 shall be made available only for use in federally owned educational facilities located on military installations for the purpose of transferring title of such facilities to the local educational authorities.
