PUBLIC LAW 106-246-JULY 13, 2000 114 STAT. 565 74 is deemed to be amended by striking "Montgomery" in reference to the planning and construction of a regional learning center at Spring Hill College, and inserting "Mobile". The referenced statement of the managers in the fourth undesignated paragraph under this heading in title II of Public Law 106-74 for neighborhood initiatives for specified grants to the City of Yankton, South Dakota, for the restoration of the downtown area and the development of the Fox Run Industrial Park is deemed to be amended by adding after the word "Park" the following: "and for activities to facilitate economic development, including infrastructure improvements". For an additional amount for targeted economic development initiatives under the Community Development Block Grants program, $27,500,000: Provided, That the statement of the managers accompanying Public Law 106-74 is deemed to be amended to include in the description of targeted economic development initiatives the following: "—$1,300,000 to the City of Park Falls, Wisconsin for economic development, including purchase of municipal equipment and infrastructure improvements in industrial parks and the City of Park Falls; "—$250,000 to the Lake Superior BTC cultural center in Washburn, Wisconsin for restoration of facilities and equipment destroyed by fire; "—$900,000 to the City of Hatley, Wisconsin for the cost of water, wastewater and sewer system improvements; "—$50,000 to the City of Hamlet, North Carolina for demolition and removal of buildings and equipment destroyed by fire; and "—$25,000,000 to the City of Youngstown, Ohio for site acquisition, planning, architectural design, and construction of a convocation and community center.": Provided, That the entire amount under this paragraph shall be available only to the extent that an official budget request for a specific dollar amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress: Provided further, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. HOME INVESTMENT PARTNERSHIPS PROGRAM For an additional amount for the HOME investment partnerships program, as authorized under title II of the Cranston-Gonzalez National Affordable Housing Act (Public Law 101-625), as amended, $36,000,000: Provided, That of said amount, $11,000,000 shall be provided to the New Jersey Department of Community Affairs and $25,000,000 shall be provided to the North Carolina Housing Finance Agency for the purpose of providing temporary assistance in obtaining rental housing, and for construction of affordable replacement housing: Provided further. That assistance provided under this paragraph shall be for very low-income families displaced by flooding caused by Hurricane Floyd and surrounding events: Provided further.
