PUBLIC LAW 106-387 —APPENDIX 114 STAT. 1549A-65 (1) The entire amount necessary to carry out this section shall be available only to the extent that an official budget request for the entire amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. (2) The entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of such Act. SEC. 845. COMMODITY ELIGffilLITY ASSISTANCE. (a) IN GENERAL.—Section 3720B(a) of title 31, United States Code, is amended in the first sentence by inserting "or a marketing assistance loan or loan deficiency payment under subtitle C of the Agricultural Market Transition Act (7 U.S.C. 7231 et seq.)" after "disaster loan". (b) PAYMENTS.— Any payment made by the Commodity Credit Corporation to a producer as a result of the amendment made by section (a) shall be credited toward any delinquent debt owed by the producer to the Farm Service Agency. (c) EFFECTIVE DATE.— (1) IN GENERAL.— The amendment made by subsection (a) takes effect on the date of enactment of this Act. (2) TRANSITION LOAN DEFICIENCY PAYMENTS. — If the producers on a farm lost beneficial interest in a crop during the period beginning March 21, 2000, and ending on the day before the date of enactment of this Act and were ineligible for a marketing assistance loan under subtitle C of the Agricultural Market Transition Act (7 U.S.C. 7231 et seq.) because of section 3720B(a) of title 31, United States Code, as in effect before the amendment made by subsection (a), the producers shall be eligible for any loan deficiency payment under subtitle C of that Act that was available on the date on which the producers lost beneficial interest in the crop. (d)(1) The entire amount necessary to carry out this section shall be available only to the extent an official budget request for the entire amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. (2) The entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(A) of such Act. SEC. 846. MAXIMUM AMOUNT OF EXCESS SHELTER EXPENSE DEDUC- TION. (a) AMENDMENT. — Section 5(e)(7)(B) of the Food Stamp Act of 1977 (7 U.S.C. 2014(e)(7)(B)) is amended by striking clauses (iii) and (iv) and inserting the following: "(iii) for fiscal year 1999, $275, $478, $393, $334, and $203 per month, respectively; "(iv) for fiscal year 2000, $280, $483, $398, $339, and $208 per month, respectively; "(v) for fiscal year 2001, $340, $543, $458, $399, and $268 per month, respectively; and "(vi) for fiscal year 2002 and each subsequent fiscal year, the applicable amount during the preceding fiscal year, as adjusted to reflect changes for the 12-month
