114 STAT. 2576 PUBLIC LAW 106-541—DEC. 11, 2000 TITLE I—WATER RESOURCES PROJECTS SEC. 101. PROJECT AUTHORIZATIONS. (a) PROJECTS WITH CHIEF'S REPORTS. —The following projects for water resources development and conservation and other purposes are authorized to be carried out by the Secretary substantially in accordance with the plans, and subject to the conditions, described in the respective reports designated in this subsection: (1) BARNEGAT INLET TO LITTLE EGG INLET, NEW JERSEY.— The project for hurricane and storm damage reduction, Barnegat Inlet to Little Egg Inlet, New Jersey: Report of the Chief of Engineers dated July 26, 2000, at a total cost of $51,203,000, with an estimated Federal cost of $33,282,000 and an estimated non-Federal cost of $17,921,000, and at an estimated average annual cost of $1,751,000 for periodic nourishment over the 50-year life of the project, with an estimated annual Federal cost of $1,138,000 and an estimated annual non-Federal cost of $613,000. (2) PORT OF NEW YORK AND NEW JERSEY, NEW YORK AND NEW JERSEY.— (A) IN GENERAL. —The project for navigation. Port of New York and New Jersey, New York and New Jersey: Report of the Chief of Engineers dated May 2, 2000, at a total cost of $1,781,234,000, with an estimated Federal cost of $743,954,000 and an estimated non-Federal cost of $1,037,280,000. (B) NON-FEDERAL SHARE.— (i) IN GENERAL. — The non-Federal share of the costs of the project may be provided in cash or in the form of in-kind services or materials. (ii) CREDIT. —The Secretary shall credit toward the non-Federal share of the cost of the project the cost of design and construction work carried out by the non-Federal interest before the date of execution of a cooperation agreement for the project if the Secretary determines that the work is integral to the project. Deadline. (b) PROJECTS SUBJECT TO FiNAL REPORT. — The following projects for water resources development and conservation and other purposes are authorized to be carried out by the Secretary substantially in accordance with the plans, and subject to the conditions, recommended in a final report of the Chief of Engineers if a favorable report of the Chief is completed not later than December 31, 2000: (1) FALSE PASS HARBOR, ALASKA. —The project for navigation, False Pass Harbor, Alaska, at a total cost of $15,552,000, with an estimated Federal cost of $9,374,000 and an estimated non-Federal cost of $6,178,000. (2) UNALASKA HARBOR, ALASKA.— The project for navigation, Unalaska Harbor, Alaska, at a total cost of $20,000,000, with an estimated Federal cost of $12,000,000 and an estimated non-Federal cost of $8,000,000, except that the date for completion of the favorable report of the Chief of Engineers shall be December 31, 2001, instead of December 31, 2000. (3) RIO DE FLAG, FLAGSTAFF, ARIZONA. —The project for flood damage reduction, Rio de Flag, Flagstaff, Arizona, at a total
