115 STAT. 574 PUBLIC LAW 107-68 —NOV. 12, 2001 including any counsel specially retained by the Office of House Employment Counsel, shall be entitled, for the purpose of providing legal assistance and representation to employing offices of the House of Representatives under this Act, to enter an appearance in any proceeding before any court of the United States or of any State or political subdivision thereof without compliance with any requirements for admission to practice before such court, except that the authorization conferred by this paragraph shall not apply with respect to the admission of any such person to practice before the United States Supreme Court. "(2) HOUSE EMPLOYMENT COUNSEL DEFINED.—In this subsection, the term 'Office of House Emplo3rment Counsel of the House of Representatives' means— "(A) the Office of House Employment Counsel established and operating under the authority of the Clerk of the House of Representatives as of the date of the enactment of this subsection; "(B) any successor office to the Office of House Employ- ment Counsel which is established after the date of the enactment of this subsection; and "(C) any other person authorized and directed in accordance with the Rules of the House of Representatives to provide legal assistance and representation to employing offices of the House of Representatives in connection with actions brought under this title.". Applicability. (b) The amendment made by this section shall apply with ^^^^® ^^^- respect to proceedings occurring on or after the date of the enact- 2 USC 1408 note. nieSt of this Act. JOINT ITEMS For Joint Committees, as follows: JOINT ECONOMIC COMMITTEE For salaries and expenses of the Joint Economic Committee, $3,424,000, to be disbursed by the Secretary of the Senate. JOINT COMMITTEE ON TAXATION For salaries and expenses of the Joint Committee on Taxation, $6,733,000, to be disbursed by the Chief Administrative Officer of the House. For other joint items, as follows: OFFICE OF THE ATTENDING PHYSICIAN For medical supplies, equipment, and contingent expenses of the emergency rooms, and for the Attending Physician and his assistants, including: (1) an allowance of $1,500 per month to the Attending Physician; (2) an allowance of $500 per month each to three medical officers while on duty in the Office of the Attending Physician; (3) an allowance of $500 per month to two assistants and $400 per month each not to exceed 11 assistants on the basis heretofore provided for such assistants; and (4) $1,253,904 for reimbursement to the Department of the Navy for expenses incurred for staff and equipment assigned to the Office of the Attending
