(4) Notice of the waiver, if any, of any item capability or any other requirement specified in the Joint Operational Requirements Document for the V-22 Osprey aircraft, including a justification of each such waiver. Subtitle D—Air Force Programs SEC. 131. MULTIYEAR PROCUREMENT AUTHORITY FOR C-17 AIR- CRAFT. (a) MULTIYEAR AUTHORITY.—Beginning with the 2002 program year, the Secretary of the Air Force may enter into a m\iltiyear contract for the procurement of up to 60 C-17 aircraft. Such a contract shall be entered into in accordance with section 2306b of title 10, United States Code, except that, notwithstanding subsection (k) of such section, such a contract may be for a period of six program years. (b) REQUIRED CERTIFICATIONS.—In the case of a contract authorized by subsection (a) of this section, a certification under subsection (i)(l)(A) of section 2306b of title 10, United States Code, with respect to that contract may only be submitted if the certification includes an additional certification that each of the conditions specified in subsection (a) of that section has been satisfied with respect to that contract. (c) CONGRESSIONAL NOTICE-AND-WAIT PERIOD. — Upon transmission to Congress of a certification referred to in subsection (b) with respect to a contract authorized by subsection (a), the contract may then be entered into only after a period of 30 days has elapsed after the date of the transmission of such certification.
