"(4) The Director shall issue guidance for and oversee the implementation of the requirements of this subsection.". (3) Section 3506(g) of such title is amended— (A) by addiljUg "and" at the end of paragraph (1); (B) in paragraph (2)— (i) by striking "section 11332 of title 40" and inserting " subchapter II of this chapter"; and (ii) by striking "; and" and inserting a period; and (C) by striking paragraph (3). SEC. 1006. CONSTRUCTION. 6 USC 512. Nothing in this Act, or the amendments made by this Act, affects the authority of the National Institute of Standards and Technology or the Department of Commerce relating to the development and promulgation of standards or guidelines under paragraphs (1) and (2) of section 20(a) of the National Institute of Standards and Technology Act (15 U.S.C. 278g-3(a)). TITLE XI—DEPARTMENT OF JUSTICE DIVISIONS Subtitle A—Executive Office for Immigration Review SEC. 1101. LEGAL STATUS OF EOIR. 6 USC 521. (a) EXISTENCE OF EOIR. —T here is in the Department of Justice Establishment, the Executive Office for Immigration Review, which shall be subject to the direction and regulation of the Attorney General under section 103(g) of the Immigration and Nationality Act, as added by section 1102. SEC. 1102. AUTHORITIES OF THE ATTORNEY GENERAL. Section 103 of the Immigration and Nationality Act (8 U.S.C. 1103) as amended by this Act, is further amended by— (1) amending the heading to read as follows: "POWERS AND DUTIES OF THE SECRETARY, THE UNDER SECRETARY, AND THE ATTORNEY GENERAL"; (2) in subsection (a)— (A) by inserting "Attorney General," after "President,"; and
