Section 1083(f)(2) of the National Defense Authorization Act for Fiscal Year 1998 (10 U.S.C. 113 note) is amended by striking " $7,000,000 " and inserting "$10,000,000". TITLE XI—DEPARTMENT OF DEFENSE CIVILIAN PERSONNEL Sec. 1101. Eligibility of Department of Defense nonappropriated fund employees for long-term care insurance. Sec. 1102. Extension of Department of Defense authority to make lump-simi severance payments. Sec. 1103. Continuation of Federal Employee Health Benefits Program eligibility. Sec. 1104. Certification for Department of Defense professional accounting positions. SEC. 1101. ELIGIBILITY OF DEPARTMENT OF DEFENSE NON- APPROPRIATED FUND EMPLOYEES FOR LONG-TERM CARE INSURANCE. (a) IN GENERAL.—Section 9001(1) of title 5, United States Code, is amended— (1) in subparagraph (B), by striking "and"; (2) in subparagraph (C), by striking the comma at the end and inserting "; and"; and (3) by inserting after subparagraph (C) the following new subparagraph: "(D) an employee of a nonappropriated fund instrumentality of the Department of Defense described in section 2105(c),". (b) DISCRETIONARY AUTHORITY.— Section 9002 of such title is amended— (1) by redesignating subsections (b), (c), (d), and (e) as subsections (c), (d), (e), and (f), respectively; and (2) by inserting after subsection (a) the following new subsection (b): " (b) DISCRETIONARY AUTHORITY REGARDING NONAPPROPRIATED FUND INSTRUMENTALITIES. — The Secretary of Defense may determine that a nonappropriated fund instrumentality of the Department of Defense is covered under this chapter or is covered under an alternative long-term care insurance program.". SEC. 1102. EXTENSION OF DEPARTMENT OF DEFENSE AUTHORITY TO MAKE LUMP-SUM SEVERANCE PAYMENTS. (a) IN GENERAL. —Section 5595(i)(4) of title 5, United States Code, is amended by striking "2003" and inserting "2006". Deadline. (b) REPORT. —Not later than one year after the date of the 5 USC 5595 note, enactment of this Act, the President shall submit to the Committees on Armed Services and on Governmental Affairs of the Senate and the Committees on Armed Services and on Government Reform of the House of Representatives a report, including recommendations, on whether the authority under section 5595(i) of title 5, United States Code, should be made permanent or expanded to be made Governmentwide.
