PUBLIC LAW 107-314—DEC. 2, 2002 116 STAT. 2473 SEC. 104. DEFENSE-WIDE ACTIVITIES. Funds are hereby authorized to be appropriated for fiscal year 2003 for Defense-wide procurement in the amount of $3,691,604,000. SEC. 105. DEFENSE INSPECTOR GENERAL. Funds are hereby authorized to be appropriated for fiscal year 2003 for procurement for the Inspector General of the Department of Defense in the amount of $2,000,000. SEC. 106. CHEMICAL AGENTS AND MUNITIONS DESTRUCTION, DEFENSE. There is hereby authorized to be appropriated for fiscal year 2003 the amount of $1,490,199,000 for— (1) the destruction of lethal chemical agents and munitions in accordance with section 1412 of the Department of Defense Authorization Act, 1986 (50 U.S.C. 1521); and (2) the destruction of chemical warfare materiel of the United States that is not covered by section 1412 of such Act. SEC. 107. DEFENSE HEALTH PROGRAMS. Funds are hereby authorized to be appropriated for fiscal year 2003 for the Department of Defense for procurement for carrying out health care programs, projects, and activities of the Department of Defense in the total amount of $278,742,000. Subtitle B—Army Programs SEC. 111. PILOT PROGRAM ON SALES OF MANUFACTURED ARTICLES AND SERVICES OF CERTAIN ARMY INDUSTRIAL FACILI- TIES WITHOUT REGARD TO AVAILABILITY FROM DOMESTIC SOURCES. (a) EXTENSION OF PROGRAM.— Subsection (a) of section 141 of the National Defense Authorization Act for Fiscal Year 1998 (Public Law 105-85; 10 U.S.C. 4543 note) is amended by striking "through 2002" in the first sentence and inserting "through 2004". (b) USE OF OVERHEAD FUNDS MADE SURPLUS BY SALES.— Such section is further amended— (1) by striking subsection (d); (2) by redesignating subsection (c) as subsection (d); and (3) by inserting after subsection (b) the following new subsection (c): "(c) TRANSFER OF CERTAIN SUMS.—For each Army industrial facility participating in the pilot program that sells manufactured articles and services in a total amount in excess of $20,000,000 in any fiscal year, the amount equal to one-half of one percent of such total amount shall be transferred from the sums in the Army Working Capital Fund for unutilized plant capacity to appropriations available for the following fiscal year for the demilitarization of conventional ammunition by the Army.". (c) UPDATE OF INSPECTOR GENERAL'S REVIEW. —The Inspector Deadline. General of the Department of Defense shall review the experience Reports. under the pilot program carried out under such section 141 and, 10 USC 4543 not later than July 1, 2003, submit to Congress a report on the results of the review.
