INTERNATIONAL BROADCASTING OPERATIONS

For necessary expenses for ‘‘International Broadcasting Operations’’, for activities related to the Middle East Television Network broadcasting to Iraq, $40,000,000. GENERAL PROVISION—THIS CHAPTER SEC. 2101. Funds appropriated under this chapter for the Broadcasting Board of Governors and the Department of State may be obligated and expended notwithstanding section 313 of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995, and section 15 of the State Department Basic Authorities Act of 1956, as amended. CHAPTER 2 BILATERAL ECONOMIC ASSISTANCE FUNDS APPROPRIATED UNITED STATES AGENCY

For an additional amount for ‘‘Operating Expenses of the United States Agency for International Development’’, $38,100,000, for direct support of operations in Afghanistan, to remain available until September 30, 2005. In addition, for direct support of operations in Iraq, $1,900,000, which shall be transferred to and merged with ‘‘Operating Expenses of the United States Agency for International Development Office of Inspector General’’ for financial and performance audits of the Iraq Relief and Reconstruction Fund and other assistance to Iraq, to remain available until September 30, 2005. For an additional amount for ‘‘Capital Investment Fund’’, $16,600,000, to remain available until expended: Provided, That the Administrator of the United States Agency for International Development shall assess fair and reasonable rental payments for the use of space by employees of other United States Government agencies in buildings constructed using funds appropriated under this heading, and such rental payments shall be deposited into this account as an offsetting collection: Provided further, That the rental payments collected pursuant to the previous proviso and deposited as an offsetting collection shall be available for obligation only pursuant to the regular notification procedures of the Committees on Appropriations.
