" Article 10, lines 5, 6, 7, and 8, strike out: ‘ which shall be done whenever the board of visitors, by the request of the chiefs, may recommend it, provided that no change shall take place oftener than once in two years.' _ “ Article 10. At the end of article 10, as amended, insert the following: ‘Pr0vided, That not less than one half of said annuities shall be paid in necessary clothing, provisions, and other necessary and useful articles. “Attest: J.
