PUBLIC LAW 109–280—AUG. 17, 2006 data are available, including any fraudulent activity intended to avoid payment of duties; and (B) an estimate of the total amount of duties that were uncollected during the most recent fiscal year for which data are available, including, with respect to each product, a description of why the duties were uncollected. (2) RECOMMENDATIONS.—The report shall include— (A) recommendations on any additional action needed to address problems related to the collection of duties; and (B) for each recommendation— (i) an analysis of how the recommendation would address the specific problem; and (ii) an assessment of the impact that implementing the recommendation would have on international trade and commerce (including any additional costs imposed on United States businesses).

(a) EXTENSION OF TEMPORARY DUTY REDUCTIONS.—Each of the following headings of the Harmonized Tariff Schedule of the United States is amended by striking the date in the effective period column and inserting ‘‘12/31/2009’’: (1) Heading 9902.51.11 (relating to fabrics of worsted wool). (2) Heading 9902.51.13 (relating to yarn of combed wool). (3) Heading 9902.51.14 (relating to wool fiber, waste, garnetted stock, combed wool, or wool top). (4) Heading 9902.51.15 (relating to fabrics of combed wool). (5) Heading 9902.51.16 (relating to fabrics of combed wool). (b) EXTENSION OF DUTY REFUNDS AND WOOL RESEARCH TRUST FUND.— (1) IN GENERAL.—Section 4002(c) of the Wool Suit and Textile Trade Extension Act of 2004 (Public Law 108–429; 118 Stat. 2603 (7 U.S.C. 7101 note)) is amended— (A) in paragraph (3)— (i) by striking ‘‘2 additional payments’’ and inserting ‘‘annual additional payments’’; and (ii) by adding at the end the following: ‘‘(C) Each subsequent annual payment to be made after January 1 of each subsequent year, but on or before April 15 of such year through calendar year 2010.’’; and (B) in paragraph (6)— (i) in subparagraph (A), by striking ‘‘through 2007’’ and inserting ‘‘through 2009’’; and (ii) by adding at the end the following: ‘‘(C) ELIGIBLE MANUFACTURERS.—Only manufacturers who weave worsted wool fabric in the United States shall be eligible for a grant under this paragraph.’’. (2) SUNSET.—Section 506(f) of the Trade and Development Act of 2000 (Public 106–200; 114 Stat. 303), as amended by section 4002(c)(5) of the Wool Suit and Textile Trade Extension Act of 2004 (Public 108–429; 118 Stat. 2603), is amended by striking ‘‘2008’’ and inserting ‘‘2010’’.
