‘‘Operating Expenses of the United States Agency for International Development Office of Inspector General’’. ‘‘Economic Support Fund’’. ‘‘Assistance for Eastern Europe and the Baltic States’’. ‘‘Democracy Fund’’. ‘‘International Narcotics Control and Law Enforcement’’. ‘‘Migration and Refugee Assistance’’. ‘‘Nonproliferation, Anti-Terrorism, Demining and Related Programs’’. ‘‘Foreign Military Financing Program’’. ‘‘Peacekeeping Operations’’. (b) Any proposed increases or decreases to the amounts contained in the tables in the joint explanatory statement shall be subject to the regular notification procedures of the Committees on Appropriations and section 634A of the Foreign Assistance Act of 1961. SPENDING PLAN AND NOTIFICATION PROCEDURES

SEC. 3808. Not later than 45 days after enactment of this Act the Secretary of State shall submit to the Committees on Appropriations a report detailing planned expenditures for funds appropriated under the headings in this chapter and under the headings in chapter 6 of title I, except for funds appropriated under the heading ‘‘International Disaster and Famine Assistance’’: Provided, That funds appropriated under the headings in this chapter and in chapter 6 of title I, except for funds appropriated under the heading named in this section, shall be subject to the regular notification procedures of the Committees on Appropriations. CONDITIONS ON ASSISTANCE FOR PAKISTAN

SEC. 3809. None of the funds made available for assistance for the central Government of Pakistan under the heading ‘‘Economic Support Fund’’ in this Act may be made available for nonproject assistance until the Secretary of State submits to the Committees on Appropriations a report on the oversight mechanisms, performance benchmarks, and implementation processes for such funds: Provided, That notwithstanding any other provision of law, funds made available for non-project assistance pursuant to the previous proviso shall be subject to the regular notification procedures of the Committees on Appropriations: Provided further, That of the funds made available for assistance for Pakistan under the heading ‘‘Economic Support Fund’’ in this Act, $5,000,000 shall be made available for the Human Rights and Democracy Fund of the Bureau of Democracy, Human Rights, and Labor, Department of State, for political party development and election observation programs. SEC. 3810.
