H E ALT HCA R E SER VI CES. ‘ ‘ (a)PURPOSE.—Thepur p os eo ft h i sse c tio n istoa d dress the continued un m et hea l th needs in the D elta re g ion through coopera - tion among health care professionals , institutions of higher edu- cation, research institutions, and other indi v iduals and entities in the region. ‘‘( b )DE FIN I T ION OF EL I G I B LE ENTIT Y .— I n this section, the term ‘eligible entit y’ means a consortium of regional institutions of higher education, academic health and research institutes, and economic development entities located in the Delta region that have e x peri- ence in addressing the health care issues in the region. ‘‘(c) G R A NTS.—To carry out the purpose described in subsection (a), the S ecretary may a w ard a grant to an eligible entity for – ‘‘( 1 ) the development of – ‘‘( A ) health care services
‘‘( B ) health education programs; and ‘‘( C ) health care j ob training programs; and ‘‘( 2 ) the development and expansion of public health-related facilities in the Delta region to address longstanding and unmet health needs of the region. ‘‘(d) U SE.—As a condition of the receipt of the grant, the eligible entity shall use the grant to fund projects and activities described in subsection (c), based on input solicited from local governments, public health care providers, and other entities in the Delta region. ‘‘(e) AUT H ORI Z ATION OF APPROPRIATIONS.—There is authori z ed to be appropriated to the Secretary to carry out this section, $3 , 0 00,000 for each of fiscal years 200 8 through 2012.’’. SEC. 6025 . D ELTA REGI ON ALA U THORIT Y . (a) AUTHORIZATION OF APPROPRIATIONS.—Section 382 M (a) of the Consolidated F arm and R ural Development Act ( 7 U.S.C. 200 9 aa–12(a)) is amended by stri k ing ‘‘2001 through 2007’’ and inserting ‘‘2008 through 2012’’. (b) TER M INATION OF AUTHORITY.—Section 382 N of the Consoli- dated Farm and Rural Development Act (7 U.S.C. 2009aa–13) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. (c) E X PANSION.—Section 4 (2) of the Delta Development Act (42 U.S.C. 3121 note; Public L aw 100–4 6 0) is amended— (1) in subparagraph (D), by inserting ‘‘Beauregard, Bienville, Cameron, Claiborne, DeSoto, J efferson Davis, Red River, St. Mary, V ermillion, W ebster,’’ after ‘‘St. James,’’; and (2) in subparagraph (E)— (A) by inserting ‘‘Jasper,’’ after ‘‘Copiah,’’; and (B) by inserting ‘‘Smith,’’ after ‘‘Simpson,’’. SEC. 6026. NORTHERN GREAT P LAINS REGIONAL AUTHORITY. (a) DEFINITION OF REGION.—Section 383A(4) of the Consolidated Farm and Rural Development Act (7 U.S.C. 2009bb(4)) is amended by inserting ‘‘Missouri (other than counties included in the Delta Regional Authority),’’ after ‘‘Minnesota,’’. (b) ESTABLISHMENT.—Section 383B of the Consolidated Farm and Rural Development Act (7 U.S.C. 2009bb–1) is amended— (1) in subsection (a), by adding at the end the following
