( 2 ) in subsection (b), by inserting ‘‘(including the F ood Agricultural Policy Research I nstitute, the Agricultural and Food Policy Center, the Rural Policy Research Institute, and the National D rought M itigation Center)’’ after ‘‘research institutions and organi z ations’’; and (3) in subsection (d), by striking ‘‘2 0 07’’ and inserting ‘‘2012’’. SEC. 711 2 .E DU CATION G RANTS TO ALAS K A NATI V E - SERVING INSTITU- TIONS AND NATIVE HA W AIIAN-SERVING INSTITUTIONS. Section 759 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2000 (7 U.S.C. 3242)— (1) is amended— (A) in subsection (a)(3), by striking ‘‘2006’’ and inserting ‘‘2012’’; and ( B ) in subsection (b)— (i) in paragraph (2)(A), by inserting before the semicolon at the end the follo w ing
‘‘, including permit- ting consortia to designate fiscal agents for the mem- bers of the consortia and to allocate among the mem- bers funds made available under this section’’; and (ii) in paragraph (3), by striking ‘‘2006’’ and inserting ‘‘2012’’; (2) is redesignated as section 1419B of the National Agricul- tural Research, Extension, and Teaching Policy Act of 1977; and (3) is moved so as to appear after section 1419A of that Act (7 U.S.C. 3155). SEC. 711 3 .E M PHASIS O F HUMAN NUTRITION INITIATIVE. Section 1424(b) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3174(b)) is amended— (1) in paragraph (1), by striking ‘‘and,’’; (2) in paragraph (2), by striking the comma at the end and inserting ‘‘; and’’; and (3) by adding at the end the following: ‘‘(3) proposals that examine the efficacy of current agri- culture policies in promoting the health and welfare of economi- cally disadvantaged populations;’’. SEC. 711 4 . HUMAN NUTRITION INTERVENTION AND HEALTH PRO- MOTION RESEARCH PROGRAM. Section 1424(d) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3174(d)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. 7USC3156.
