Section 104 4 ( a ) of title 10 ,U nited States C ode, is amended b y addin g at the end the follo w ing new paragraphs

‘( 6 )S u r v ivors of a deceased member or former member described in paragraphs (1), ( 2 ),( 3 ), and (4) who were depend - ents of the member or former member at the time of the death of the member or former member, e x cept that the eligi- bility of such survivors shall be determined pursuant to regula- tions prescribed by the Secretary concerned. ‘‘( 7 ) Civilian employees of the F ederal G overnment serving in locations where legal assistance from non-military legal assistance providers is not reasonably available, except that the eligibility of civilian employees shall be determined pursu- ant to regulations prescribed by the Secretary concerned. ’ ’. SEC. 54 2 . AUTHORITY OF J UDGES OF THE UNITED STATES COURT OF APPEALS FOR THE ARMED FORCES TO ADMINISTER OATHS. Section 9 36 of title 10, United States Code (article 136 of the Uniform Code of M ilitary J ustice), is amended by adding at the end the following new subsection: ‘‘(c) T he j udges of the United States Court of Appeals for the Armed Forces may administer the oaths authori z ed by sub- sections (a) and (b).’’. SEC. 54 3 . MODIFICATION OF AUTHORITIES ON SENIOR MEMBERS OF THE JUDGE ADVOCATE GENERALS ’ CORPS. (a) D EPARTM E N T OF T H E ARM Y . — (1) GRA D EOF JU D G EAD V O C ATE GENERA L .—Subsection (a) of section 3037 of title 10, United States Code, is amended by stri k ing the third sentence and inserting the following new sentence: ‘‘The Judge Advocate General, while so serving, has the grade of lieutenant general.’’. (2) R EDE SI GNATION OF ASSISTANT JUDGE ADVOCATE GENERAL AS DEPUTY JUDGE ADVOCATE GENERAL.—Such section is further amended— (A) in subsection (a), by striking ‘‘Assistant Judge Advocate General’’ each place it appears and inserting ‘‘Deputy Judge Advocate General’’

and ( B ) in subsection (d), by striking ‘‘Assistant Judge Advocate General’’ and inserting ‘‘Deputy Judge Advocate General’’. (3) CLERICAL AMENDMENTS.—(A) The heading of such sec- tion is amended to read as follows:
