and ( 3 ) an evaluation of the effects on agriculture production contributable to the increased competition for animal manure use due to bioenergy production , including as a feedstoc k or a replacement for fossil fuels . (b) REPORT . —N ot later than one year after the date of the enactment of this A ct, the S ecretary shall submit to the C ommittee on Agriculture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and F orestry of the Senate the results of the study conducted under subsection (a). SEC.1 1 0 1 5 . INT E R ST A TES H I PM ENT OF MEAT AN D PO UL TR Y INSPECTED B Y FEDERAL AND STATE A G ENCIES FOR CERTAIN SMALL ESTABLISHMENTS. (a) M E A TA ND MEAT P ROD UC T S .— T he Federal Meat I nspection Act (2 1U .S.C. 60 1etse q .) is amended by adding at the end the follo w ing

‘ TI T LEV— I NSP E C TI O NS BYF E D E RA L AND STATE A G ENCIES ‘ ‘SEC. 501. INTERSTATE SHIPMENT OF MEAT INSPECTED BY FEDERAL AND STATE AGENCIES FOR CERTAIN SMALL ESTABLISH - MENTS. ‘ ‘(a) D E FI NITIONS.— ‘‘(1) APPROPRIATE STATE A G ENC Y .—The term ‘appropriate State agency ’ means a State agency described in section 301(b). ‘‘(2) DESIGNATED PERSONNE L .—The term ‘designated per- sonnel’ means inspection personnel of a State agency that have undergone all necessary inspection training and certification to assist the Secretary in the administration and enforcement of this Act, including rules and regulations issued under this Act. ‘‘(3) E LIGI B LE ESTABLIS HM ENT.—The term ‘eligible establishment’ means an establishment that is in compliance with— ‘‘(A) the State inspection program of the State in which the establishment is located; and ‘‘( B ) this Act, including rules and regulations issued under this Act. ‘‘( 4 ) MEAT ITEM.—The term ‘meat item’ means— ‘‘(A) a portion of meat; and ‘‘(B) a meat food product. ‘‘( 5 ) SELECTED ESTABLISHMENT.—The term ‘selected establishment’ means an eligible establishment that is selected by the Secretary, in coordination with the appropriate State agency of the State in which the eligible establishment is located, under subsection (b) to ship carcasses, portions of car- casses, and meat items in interstate commerce. ‘‘(b) AUTHORITY OF SECRETARY TO ALLO W SHIPMENTS.— ‘‘(1) IN GENERAL.—Sub j ect to paragraph (2), the Secretary, in coordination with the appropriate State agency of the State 21USC683.
