(i) FUNDI N G . — ( 1 ) I NG E NE RAL .— O f the funds of the C ommodit y Credit Corporation , the S ecretary shall make availa b le for payments and debt relief in satisfaction of claims against the U nited States under subsection (b) and for any actions under subsection (g) $ 1 0 0,000,000 for fiscal year 200 8 , to remain available until e x pended. (2) A U THO RI Z ATION O F A P PROPRIATION S .—In addition to funds made available under paragraph (1), there are authori z ed to be appropriated such sums as are necessary to carry out this section. ( j ) R EPORTING RE Q UIRE M ENTS.— (1) IN GENERAL.— N ot later than 180 days after the date of the enactment of this Act and every 180 days thereafter until the funds made available under subsection (i) are depleted, the Secretary shall submit to the Committee on the J udiciary of the H ouse of Representatives and the Committee on the Judiciary of the Senate a report that describes the status of available funds under subsection (i) and the number of pending claims under subsection (f). (2) D EPLETION OF FUNDS REPORT.—In addition to the reports re q uired under paragraph (1), the Secretary shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a report that notifies the Committees w hen 75 percent of the funds made available under subsection (i)(1) have been depleted. (k) T ERMINATION OF AUTHORIT Y .—The authority to file a claim under this section terminates 2 years after the date of the enact- ment of this Act. SEC.140 1 3 . OF F I CE OF ADV OCAC Y A N DO UTR EAC H . (a) IN G ENERAL.—The Department of Agriculture Reorganiza- tion Act of 1 9 9 4 is amended by inserting after section 22 6 A(7 U.S.C. 69 3 3) the following

‘SEC. 2 2 6B . OFFICE OF ADVOCACY AND OUTREACH. ‘ ‘(a) DEFINITIONS.—In this section: ‘‘(1) B EGINNING FARMER OR RAN C HER.—The term ‘beginning farmer or rancher ’ has the meaning given the term in section 343(a) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1991(a)). ‘‘(2) OFFICE.—The term ‘Office’ means the Office of Advocacy and Outreach established under this section. ‘‘(3) SOCIALLY DISAD V ANTAGED FARMER OR RANCHER.—The term ‘socially disadvantaged farmer or rancher’ has the meaning given the term in section 2501(e) of the Food, Agri- culture, Conservation, and Trade Act of 1990 (7 U.S.C. 2279(e)). ‘‘(b) E STA B LISHMENT AND PURPOSE.— ‘‘(1) IN GENERAL.—The Secretary shall establish within the executive operations of the Department an office to be known as the ‘Office of Advocacy and Outreach’— ‘‘(A) to improve access to programs of the Department
