12 2 STA T . 1 46PUBLIC LA W 11 0– 1 8 1 —J A N .28 , 2008 sent en c et h e fol lo wi n g:‘ ‘ , when the tot a l m onthl y milita r y com p ensa - tion of the mem b er is less than the a v erage monthly civilian income of the member ’ ’ .( b )ELIG I B ILI TY . —Su bsection (b) of such section is amen d ed to read as follows: ‘‘(b) ELIGIBILITY.—( 1 ) A member of a reserve component is entitled to a payment under this section for any full month of active duty of the member, when the total monthly military com- pensation of the member is less than the average monthly civilian income of the member, while the member is on active duty under an involuntary mobili z ation order, following the date on which the member— ‘‘(A) completes 547 continuous days of service on active duty under an involuntary mobilization order
‘‘( B ) completes 7 30 cumulative days on active duty under an involuntary mobilization order during the previous 1, 826 days; or ‘‘( C ) is involuntarily mobilized for service on active duty for a period of 180 days or more within 180 days after the date of the member’s separation from a previous period of active duty for a period of 180 days or more. ‘‘(2) T he entitlement of a member of a reserve component to a payment under this section also shall commence or, if previously commenced under paragraph (1), shall continue if the member— ‘‘(A) satisfies the re q uired number of days on active duty specified in subparagraph (A) or (B) of paragraph (1) or was involuntarily mobilized as provided in subparagraph (C) of such paragraph; and ‘‘(B) is retained on active duty under subparagraph (A) or (B) of section 12301(h)(1) of title 10 because of an in j ury or illness incurred or aggravated while the member was assigned to duty in an area for which special pay under section 310 of this title is available.’’. (c) T ERM I NA TI O NO F A U T H ORITY.—Subsection (g) of such section is amended to read as follows: ‘‘(g) TERMINATION.— N o payment shall be made to a member under this section for months beginning after D ecember 31, 2008, unless the entitlement of the member to payments under this section commenced on or before that date.’’. SEC.605 . MID M ONTHPAY MENT O FB ASIC PAY FO R CONTRIB U TIONS OF MEMBERS OF THE UNIFORMED SER V ICES PARTICI - PATIN G IN THRIFT SAVINGS P L AN. (a) SEMI- M ONTHLY DE P O S IT OF MEMBER’S CONTRIBUTIONS.— Section 1014 of title 37, U nited States Code, is amended by adding at the end the following new subsection: ‘‘(c) W ith respect to a member of the uniformed services who has elected to participate in the Thrift Savings P lan under section 211 of this title, subsection (a) does not preclude the payment of an amount equal to one-half of the monthly deposit to the Thrift Savings F und otherwise to be made by the member in partici- pating in the Plan, which amount may be deposited in the Thrift Savings Fund at midmonth.’’. (b) SEMI-MONTHLY R EPAYMENT OF BORRO W E D AMOUNTS.—Sec- tion 211 of such title is amended by adding at the end the following new subsection:
