‘‘ (1) A GRICULT UR A LC OM MO D IT Y.—T h e te rm ‘ ag ric ul tural c o mmo d it y’ means— ‘‘(A) an agricultural commodity

and ‘‘( B ) any regional or mar k et classi f ication , ty p e, or grade of an agricultural commodity. ‘‘( 2 )T E C HN ICAL A S SISTANCE.— ‘‘(A) IN GENERAL.—The term ‘technical assistance’ means technical e x pertise, information, and tools necessary for the conser v ation of natural resources on land active in agricultural, forestry, or related uses. ‘‘(B) INCLUSIONS.—The term ‘technical assistance’ includes— ‘‘(i) technical services provided directly to farmers, ranchers, and other eligi b le entities, such as conserva - tion planning, technical consultation, and assistance w ith design and implementation of conservation prac- tices; and ‘‘(ii) technical infrastructure, including activities, processes, tools, and agency functions needed to sup- port delivery of technical services, such as technical standards, resource inventories, training, data, tech- nology, monitoring, and effects analyses.’’. SEC. 28 0 3 .S MAL L W ATE R S H ED REHA B ILITATION P RO G RAM. (a) A V AILA B ILITY O FF UNDS.— S ection 1 4 (h)(1) of the W atershed P rotection and Flood Prevention Act (1 6U .S. C . 1 0 12(h)(1)) is amended by adding at the end the following new subparagraph: ‘‘( G ) $ 100,000,000 for fiscal year 200 9 , to be available until expended.’’. (b) AUTHORI Z ATION OF A P PROPRIATIONS.—Section 14(h)(2)( E )of the Watershed Protection and Flood Prevention Act (16 U.S.C. 1012(h)(2)(E)) is amended by striking ‘‘fiscal year 200 7 ’’ and inserting ‘‘each of fiscal years 200 8 through 2012’’. SEC. 280 4 . AMENDMENTS TO SOIL AND WATER RESO U RCES CONSER V A - TION ACT OF 1 97 7. (a) CONGRESSIONAL FINDINGS.—Section 2 of the Soil and Water R esources Conservation Act of 1977 (16 U.S.C. 2001) is amended— (1) in paragraph (2), by striking ‘‘base, of the’’ and inserting ‘‘base of the’’; and (2) in paragraph ( 3 ), by striking ‘‘(3)’’ and all that follows through ‘‘Since individual’’ and inserting the following: ‘‘(3) Appraisal and inventory of resources, assessment and inventory of conservation needs, evaluation of the effects of conservation practices, and analyses of alternative approaches to existing conservation programs are basic to effective soil, water, and related natural resource conservation. ‘‘(4) Since individual’’. (b) CONTINUING APPRAISAL OF SOIL, WATER, AND RELATED RESOURCES.—Section 5 of the Soil and Water Resources Conserva- tion Act of 1977 (16 U.S.C. 2004) is amended— (1) in subsection (a)— (A) in paragraph (5), by striking ‘‘and’’ at the end; (B) in paragraph (6), by striking the period at the end and inserting ‘‘; and’’; and
