SEC.7104 . R E N E WABL E ENER GY C OM M IT TEE. T he N ational Agricultural R esearch, Ex tension, and Teaching P olicy Act of 197 7 is amended by inserting after section 14 08 A (7 U . S . C . 3 1 2 3a) the following

‘SEC. 140 8 B. RENEWABLE ENERGY COMMITTEE. ‘‘(a) INIT I ALMEMB E RS . — Not later than 90 days after the date of enactment of this section, the executive committee of the Advisory B oard shall establish and appoint the initial members of a perma- nent renewable energy committee. ‘‘(b) D U TIES.—The permanent renewable energy committee shall study the scope and effectiveness of research, extension, and economics programs affecting the renewable energy industry. ‘‘(c) N O NA DV ISOR Y BOARD MEMBERS.— ‘‘(1) IN G ENERAL.—An individual who is not a member of the Advisory Board may be appointed as a member of the renewable energy committee. ‘‘(2) SERVI C E.—A member of the renewable energy com- mittee shall serve at the discretion of the executive committee. ‘‘(d) RE P ORT BY RENE W ABLE ENERGY COMMITTEE.—Not later than 180 days after the date of establishment of the renewable energy committee, and annually thereafter, the renewable energy committee shall submit to the Advisory Board a report that contains the findings and any recommendations of the renewable energy committee with respect to the study conducted under subsection (b). ‘‘(e) CONSULTATION.—In carrying out the duties described in subsection (b), the renewable energy committee shall consult with the Biomass Research and Development Technical Advisory Com- mittee established under section 9008(d) of the Biomass Research and Development Act of 2000 (7 U.S.C. 8 6 05). ‘‘(f) MATTERS TO BE CONSIDERED IN BUDGET RECOMMENDA- TION.—In preparing the annual budget recommendations for the Department, the Secretary shall ta k e into consideration those findings and recommendations contained in the most recent report of the renewable energy committee under subsection (d) that are developed by the Advisory Committee. ‘‘(g) REPORT BY T H E SECRETARY.—In the budget material sub- mitted to Congress by the Secretary in connection with the budget submitted pursuant to section 1105 of title 31, United States Code, for a fiscal year, the Secretary shall include a report that describes the ways in which the Secretary addressed each recommendation of the renewable energy committee described in subsection (f).’’. SEC. 710 5 . V ETERINARY ME D ICINE LOAN RE P AYMENT. (a) IN G ENERAL.—Section 1415A of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3151a) is amended— (1) by striking subsection (b) and inserting the following: Deadlin e .Est a b lis hm ent. 7USC312 3b.
