SEC.713 1.C OMP E TI TI V E GRAN TS F OR INTERNATIONA L AGRIC U L - TURAL SCIENCE AN D EDUCATION PROGRAMS. Section 1459A(c) of the National Agricultural R esearch, Ex ten- sion, and T eaching P olicy Act of 1977 (7 U.S.C. 3 2 92b(c)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 713 2 . ADMINISTRATION. (a) LIM I TA TI ON ON IN D I REC TCO S TS F ORA G RIC UL TURAL RESEARC H , EDUCATION, AND E X TENSION PROGRAMS.—Section 1462(a) of the National Agriculture Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3310(a)) is amended— (1) by striking ‘‘a competitive’’ and inserting ‘‘any’’; and (2) by striking ‘‘19 percent’’ and inserting ‘‘22 percent’’. (b) AUDITING, RE P ORTING, BOO K KEEPING, AND ADMINISTRATI V E RE Q UIREMENTS.—Section 1469(a)(3) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3315(a)(3)) is amended by striking ‘‘appropriated’’ and inserting ‘‘made available’’. SEC. 7133. RESEARC H E Q UIPMENT GRANTS. Section 1462A(e) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3310a(e)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 713 4 .
