S ection 19( b ) of the Cooperati v e F orestry A ssistance Act of 19 78 (1 6U .S.C. 2 11 3 (b)) is amended — (1) in paragraph (1)( B )(ii)— (A) by stri k ing ‘ ‘and’’ at the end of subclause ( VI I)

and (B) by adding at the end the following new subclause

‘‘(I X ) the State T echnical Committee.’’. (2) in paragraph (2)(C) , by striking ‘‘a Forest Stewardship P lan under paragraph (3)’’ and inserting ‘‘the State-wide assess- ment and strategy regarding forest resource conditions under section 2A’’; (3) by striking paragraphs (3) and ( 4 ); and (4) by redesignating paragraphs ( 5 ) and (6) as paragraphs (3) and (4), respectively. SEC. 800 7 . COMPETITION IN PROGRAMS U NDER COOPERATI V E FOR - ESTR Y ASSISTANCE ACT OF 19 78. The Cooperative Forestry Assistance Act of 1978 is amended by inserting after section 13 (16 U.S.C. 21 0 9) the following new section: ‘ ‘SEC. 1 3 A. COMPETITIVE A L LOCATION OF FUNDS TO STATE FOR- ESTERS OR E Q UIVALENT STATE OFFICIALS. ‘‘(a) C OMPETI TIO N .—Beginning not later than 3 years after the date of the enactment of the Food, Conservation, and E nergy Act of 2008, the Secretary shall competitively allocate a portion, to be determined by the Secretary, of the funds available under this Act to State foresters or e q uivalent State officials. ‘‘(b) D ETE R MIN A TION.—In determining the competitive alloca- tion of funds under subsection (a), the Secretary shall consult with the Forest R esource Coordinating Committee established by section 19(a). ‘‘(c) PRIORIT Y .—The Secretary shall give priority for funding to States for which the long-term State-wide forest resource strate- gies submitted under section 2A(a)(2) will best promote the national priorities specified in section 2(c).’’. SEC. 8008. COMPETITIVE ALLOCATION OF FUNDS FOR COOPERATIVE FOREST INNOVATION PARTNERSHIP PRO J ECTS. The Cooperative Forestry Assistance Act of 1978 is amended by inserting after section 13A, as added by section 8006, the fol- lowing new section: ‘‘SEC. 13 B . COMPETITIVE ALLOCATION OF FUNDS FOR COOPERATIVE FOREST INNOVATION PARTNERSHIP PROJECTS. ‘‘(a) COOPERATI V E FORE S T INNOVATION PARTNERS H IP PRO J E C TS.—The Secretary may competitively allocate not more than 5 percent of the funds made available under this Act to support innovative national, regional, or local education, outreach, or tech- nology transfer pro j ects that the Secretary determines would substantially increase the ability of the Department of Agriculture to address the national priorities specified in section 2(c). 16USC2 1 09b.Deadlin e. 16 USC 2109a.
