(c) CONFORMIN G AMENDMENTS TO INSPECTOR GENERAL ACT.— Section 11 of the Inspector General Act of 1 97 8( 5 U.S.C. App.) is amended— (1) in paragraph (1), by striking ‘‘or the President of the Export - Import Bank

’’ and inserting ‘‘the President of the Export-Import Bank; or the Federal Cochairpersons of the Commissions established under section 15301 of title 40, United States Code;’’; and (2) in paragraph (2), by striking ‘‘or the Export-Import Bank,’’ and inserting ‘‘the Export-Import Bank, or the Commis- sions established under section 15301 of title 40, United States Code,’’. (d) EFFECTIVE D ATE.—This section, and the amendments made by this section, shall take effect on the first day of the first fiscal year beginning after the date of the enactment of this Act. SEC.142 1 8 .C O O RDINAT OR F ORC H RONICA L L YU NDERSER V ED RURAL AREAS. (a) ESTABLIS H MENT.—The Secretary of Agriculture shall estab- lish a Coordinator for Chronically Underserved Rural Areas (in this section referred to as the ‘‘Coordinator’’), to be located in the Rural Development M ission Area. (b) MISSION.—The mission of the Coordinator shall be to direct Department of Agriculture resources to high need, high poverty rural areas. (c) DUTIES.—The Coordinator shall consult with other offices in directing technical assistance, strategic regional planning, at the State and local level, for developing rural economic development that leverages the resources of State and local governments and non-profit and community development organizations. (d) AUTHORI Z ATION OF APPROPRIATIONS.—There are authorized to be appropriated to the Secretary such sums as necessary to carry out this section for fiscal years 2008 through 2012. SEC. 1421 9 . ELI M INATION OF STATUTE OF LIMITATIONS A P PLICA B LE TO COLLECTION OF DEBT BY ADMINISTRATIVE OFFSET. (a) ELIMINATION.—Section 371 6 (e) of title 31, United States Code, is amended to read as follows: ‘‘(e)(1) Notwithstanding any other provision of law, regulation, or administrative limitation, no limitation on the period within which an offset may be initiated or taken pursuant to this section shall be effective. 7USC6941a. 4 0 USC 1 5 101 note .
