‘ N otwithstanding the foregoing limitations , the p rop - erty identified by the D istrict of Columbia as ta x lots 803, 80 4 , 805, and 80 6 within the area described in this section may be leased or subleased to an entity other than a foreign go v ernment or international organi z ation, so long as the Secretary maintains the right to approve the occupant and the intended use of the property. ’ ’.
