( 2 ) anticipated costs associated with PRT operations, pro- grams, and eventual winding down and close out, including security for PRT personnel and anticipated Government of Iraq contributions; and ( 3 ) anticipated placement and cost estimates of future U nited States Consulates in Iraq. (d) COMMUNIT Y STA B ILI Z ATION PRO G RAM.—Not more than 50 percent of the funds appropriated by this chapter for the Community Stabili z ation Program in Iraq may be made available until the Secretary of State certifies and reports to the Committees on Appro- priations that the United States Agency for International D evelop- ment is implementing recommendations contained in O ffice of Inspector General Audit Report No. E -2 67 -0 8 -001-P to ensure accountability of funds. (e) M ATC H ING RE Q UIREMENT.— (1) Notwithstanding any other provision of law, funds appropriated by this chapter for assistance for Iraq shall be made available only to the extent that the Government of Iraq matches such assistance on a dollar-for-dollar basis. (2) Paragraph (1) shall not apply to funds made available for— (A) grants and cooperative agreements for programs to promote democracy and human rights; ( B ) the Community Action Program and other assist- ance through civil society organizations; (C) humanitarian demining; or (D) assistance for refugees, internally displaced per- sons, and civilian victims of the military operations. (3) The Secretary of State shall certify to the Committees on Appropriations prior to the initial obligation of funds pursu- ant to this section that the Government of Iraq has committed to obligate matching funds on a dollar-for-dollar basis. The Secretary shall submit a report to the Committees on Appro- priations not later than September 30, 2008, and 180 days thereafter, detailing the amounts of funds obligated and expended by the Government of Iraq to meet the requirements of this section. ( 4 ) Not later than 45 days after enactment of this Act, the Secretary of State shall submit a report to the Committees on Appropriations detailing the amounts provided by the Government of Iraq since J une 30, 2004, to assist Iraqi refugees in Syria, Jordan, and elsewhere, and the amount of such assist- ance the Government of Iraq plans to provide in fiscal year Deadlin e .
