(c) ROLE O FTRI - CHA IR CO M MI T TEE I N RE S O U R C E A LLOCATION. — ( 1 ) I N G ENERAL.—The report required by subsection (a) shall also address the role of the committee described in para- graph ( 2 ) in the resource allocation process for ma j or defense acquisition programs. (2) COMMITTEE.—The committee described in this para- graph is a committee (to be known as the ‘ ‘Tri-Chair Com- mittee ’ ’) composed of the following

(A) The U nder S ecretary of Defense for Acquisition, Technology, and L ogistics, who is one of the chairs of the committee. ( B ) The V ice Chairman of the J oint Chiefs of Staff, who is one of the chairs of the committee. (C) The Director of P rogram Analysis and E valuation, who is one of the chairs of the committee. (D) Any other appropriate officials of the Department of Defense, as jointly agreed upon by the Under Secretary and the Vice Chairman. (d) CHANGES IN LA W .—The report required by subsection (a) shall, to the ma x imum extent practicable, include a discussion of any changes in the budget, acquisition, and requirements proc- esses of the Department of Defense undertaken as a result of changes in law pursuant to any section in this Act. (e) RECOMMEN D ATIONS.—The report required by subsection (a) shall include any recommendations, including recommendations for legislative action, that the Secretary considers appropriate to improve the organi z ations, policies, and procedures described in the report. SEC.81 8. R E PO R T O NIM P L EMENT A TION O F RECOMMEN D ATIONS ON TOTAL O W NERS H IP COST FOR MA J OR WEAPON S Y STEMS. (a) RE P ORT RE Q UIRED.— N ot later than 1 80 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the extent of the implementation of the recommendations set forth in the F ebruary 2003 report of the G overnment Accountability O ffice enti- tled ‘‘Setting Requirements Differently Could Reduce W eapon Sys- tems’ Total Ownership Costs’’. (b) ELEMENTS.—The report required by subsection (a) shall include the following: (1) For each recommendation described in subsection (a) that has been implemented, or that the Secretary plans to implement— (A) a summary of all actions that have been taken to implement such recommendation; and (B) a schedule, with specific milestones, for completing the implementation of such recommendation. (2) For each recommendation that the Secretary has not implemented and does not plan to implement— (A) the reasons for the decision not to implement such recommendation; and
