and ‘‘(ii) is— ‘‘( I )a S tate pre k indergarten program; ‘‘(II) a program authori z ed under section 619 or part C of the Individuals w ith D isabilities E du- cation A ct; or ‘‘(III) a program operated by a local edu- cational agency . ‘‘( 2 2) POVERTYLIN E.— T he term ‘poverty line’ means the poverty line (as defined in section 6 73 (2) of the Community Services B lock G rant Act ( 4 2 U .S.C. 99 0 2(2)) applicable to a family of the size involved. ‘‘(23) UNIVER SA L D ESI G N.—The term ‘universal design’ has the meaning given the term in section 3 of the Assistive Tech- nology Act of 199 8 (29 U.S.C. 3002). ‘‘(24) UNIVERSAL DESIGN F OR LEARNING.—The term ‘uni- versal design for learning’ means a scientifically valid frame- work for guiding educational practice that— ‘‘(A) provides flexibility in the ways information is pre- sented, in the ways students respond or demonstrate knowledge and skills, and in the ways students are engaged; and ‘‘(B) reduces barriers in instruction, provides appro- priate accommodations, supports, and challenges, and maintains high achievement expectations for all students, including students with disabilities and students who are limited English proficient.’’. (2) R EDESIGNATION AND REORDERING OF DEFINITIONS.—Sec- tion 103 (as amended by paragraph (1)) (20 U.S.C. 1003) is further amended by reordering paragraphs (1) through (16) and the paragraphs added by paragraph (1) of this subsection in alphabetical order based on the headings of such paragraphs, and renumbering such paragraphs as so reordered. (b) CONFOR M ING AMENDMENTS.—The Act (20 U.S.C. 1001 et se q .) is amended— (1) in section 131(a)(3)(B) (20 U.S.C. 101 5 (a)(3)(B)), by striking ‘‘Committee on L abor and H uman Resources of the Senate and the Committee on Education and the W orkforce of the House of Representatives’’ and inserting ‘‘authorizing committees’’; (2) in section 141(d)(4)(B) (20 U.S.C. 1018(d)(4)(B)), by striking ‘‘Committee on Education and the Workforce of the House of Representatives and the Committee on Labor and Human Resources of the Senate’’ and inserting ‘‘authorizing committees’’; (3) in section 401(f)(3) (20 U.S.C. 1070a(f)(3)), by striking ‘‘to the Committee on Appropriations’’ and all that follows through ‘‘House of Representatives’’ and inserting ‘‘to the Com- mittee on Appropriations of the Senate, the Committee on Appropriations of the House of Representatives, and the author- izing committees’’; (4) in section 428 (20 U.S.C. 1078)—
