SEC.304 . AL AS K A N A TIV EAN D NATIVE H A W AIIAN - SE R VIN G INSTIT U - TI O NS. Section 31 7 (c)( 2 ) (20 U.S.C. 105 9 d(c)(2)) is amended— (1) in subparagraph ( G ), by stri k ing ‘‘and’’ after the semi - colon

(2) in subparagraph ( H ), by striking the period and inserting ‘‘; and’’; and (3) by adding at the end the follo w ing

‘‘( I ) education or counseling services designed to improve the financial literacy and economic literacy of stu- dents or the students’ families.’’. SEC. 30 5 . P REDO M INANTL YB LACK INSTITUTIONS. (a) IN GENERAL.— P art A of title III (20 U.S.C. 1057 et se q .) is amended by adding at the end the following: ‘ ‘SEC. 3 18 . PREDOMINANTLY BLACK INSTITUTIONS. ‘‘(a) PURPOSE.—It is the purpose of this section to assist Predominantly Black Institutions in e x panding educational oppor- tunity through a program of F ederal assistance. ‘‘(b) D EFINITIONS.—In this section: ‘‘(1) ELIGI B LE INSTITUTION.—The term ‘eligible institution’ means an institution of higher education that— ‘‘(A) has an enrollment of needy undergraduate stu- dents; ‘‘(B) has an average educational and general expendi- ture that is low, per full-time equivalent undergraduate student, in comparison with the average educational and general expenditure per full-time equivalent undergraduate student of institutions that offer similar instruction, except that the Secretary may apply the waiver requirements described in section 392(b) to this subparagraph in the same manner as the Secretary applies the waiver require- ments to section 312(b)(1)(B); ‘‘(C) has an enrollment of undergraduate students that is not less than 40 percent Black American students; ‘‘(D) is legally authori z ed to provide, and provides, within the State an educational program for which the institution of higher education awards a baccalaureate degree or, in the case of a j unior or community college, an associate’s degree; ‘‘(E) is accredited by a nationally recognized accrediting agency or association determined by the Secretary to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation; and 20USC1 0 59e.
