S .C. 11434a)), students who are in foster care or are aging out of the foster care system, or other disconnected students.’’. (g) S TAF FD EV E LOPM E N TA C T I VITIE S .—Section 402 G (b) (20 U.S.C. 1070a – 17(b)) is amended by adding at the end the following new paragraph: ‘‘(5) Strategies for recruiting and serving hard to reach populations, including students who are limited English pro- ficient, students from groups that are traditionally underrep- resented in postsecondary education, students with disabilities, students who are homeless children and youths (as such term is defined in section 725 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11434a)), students who are in foster care or are aging out of the foster care system, or other discon- nected students.’’. (h) R EPO R TS, EVAL U ATIONS, AN D GRANTS FOR P RO J ECT I MPROVE- MENT AND DISSEMINATION.—Section 402H (20 U.S.C. 1070a–1 8 ) is amended— (1) by striking the section heading and inserting ‘‘ REPO R TS, E VALU AT I O N S, AN DG RANTS F OR PRO J E C TI M PROVEMENT AND DISSEMINATION.’’; (2) by redesignating subsections (a) through (c) as sub- sections (b) through (d), respectively; (3) by inserting before subsection (b) (as redesignated by paragraph (2)) the following: ‘‘(a) REPORTS TO T H E AUTHORI Z IN G COMMITTEES.— ‘‘(1) IN GENERAL.— T he Secretary shall submit annually, to the authorizing committees, a report that documents the performance of all programs funded under this chapter. Such report shall—
