or ‘‘( B ) who would otherwise be eligible to receive a Fed- eral Pell Grant for the award year for which the determina- tion is made, e x cept that the student fails to meet the re q uirements of— ‘‘(i) section 401 (c)(1) because the student is enrolled in a graduate or first professional course of study; or ‘‘(ii) section 4 8 4(a)( 5 ) because the student is in the U nited S tates for a temporary purpose.’’. (d) PU B LICIT Y .—Section 41 9N (b) ( 2 0 U.S. C . 1070e(b)) is further amended by adding at the end the following new paragraph

‘‘(8) PUBLICITY.— T he Secretary shall publici z e the avail- ability of grants under this section in appropriate periodicals, in addition to publication in the Federal R egister, and shall inform appropriate educational organizations of such avail- ability.’’. (e) RE P O R TIN G RE Q UIREMENTS.—Section 419N(e) (20 U.S.C. 1070e(e)) is amended— (1) in paragraph (1)(A), by stri k ing ‘‘18 months,’’ and all that follows through the end and inserting ‘‘annually.’’; and (2) in paragraph (2)— (A) by striking ‘‘the third annual grant payment’’ and inserting ‘‘continuation awards’’; and (B) by striking ‘‘the 18-month report’’ and inserting ‘‘the reports’’. (f) AUT H ORI ZA TION OF APPROPRIATIONS.—Section 419N(g) (20 U.S.C. 1070e(g)) is amended by striking ‘‘ $ 45,000,000 for fiscal year 1999’’ and all that follows through the period and inserting ‘‘such sums as may be necessary for fiscal year 2009 and each of the five succeeding fiscal years.’’. SEC.41 1. L E ARNI N G AN YT I M E ANY WH ERE P ARTNERSHIPS. Subpart 8 of part A of title IV (20 U.S.C. 1070f et seq.) is repealed. SEC. 41 2 . TEACH GRANTS. (a) AMENDMENTS.—Subpart 9 of part A of title IV (20 U.S.C. 1070g et seq.) is amended— (1) in section 420N (20 U.S.C. 1070g – 2)— (A) in subsection (b)— (i) in paragraph (1)( E ), by striking ‘‘and’’ after the semicolon; (ii) in paragraph (2), by striking the period at the end and inserting ‘‘; and’’; and (iii) by adding at the end the following new para- graph: ‘‘( 3 ) contains, or is accompanied by, a plain-language disclo- sure form developed by the Secretary that clearly describes the nature of the TEAC H Grant award, the service obligation, and the loan repayment requirements that are the consequence of the failure to complete the service obligation.’’; and (B) by adding at the end the following new subsection: ‘‘(d) ADDITIONAL ADMINISTRATI V E PROVISIONS.— Fed e ralR e gist er ,pub li c ati on.
