‘ (C) if advertisin g or providing any information on a website , or if providing services through a website, include on the website a lin k to the website that provides the electronic version of the forms developed under sub - section (a); and ‘‘( D ) not produce, use, or disseminate any other form for the purpose of applying for F ederal student financial aid other than the form developed by the Secretary under subsection (a) . ‘‘( 4 )S PECIALRU LE. —N othing in this A ct shall be construed to limit preparers of the forms re q uired under this title that meet the requirements of this subsection from collecting source information from a student or parent, including I nternal R ev- enue Service ta x forms, in providing consultative and prepara- tion services in completing the forms. ‘‘(e) E ARL Y APPLICA T I ON AN D E S TI M ATED A W ARD DEMONSTRA- TION P RO G RAM.— ‘‘( 1 ) PURPOSE AND O BJ ECTI V ES.— T he purpose of the dem- onstration program under this subsection is to measure the benefits, in terms of student aspirations and plans to attend an institution of higher education, and any adverse effects, in terms of program costs, integrity, distribution, and delivery of aid under this title, of implementing an early application system for all dependent students that allows dependent stu- dents to apply for financial aid using information from two years prior to the year of enrollment. Additional ob j ectives associated with implementation of the demonstration program are the following

‘‘(A) To measure the feasibility of enabling dependent students to apply for Federal, State, and institutional finan- cial aid in their junior year of secondary school, using information from two years prior to the year of enrollment, by completing any of the forms under this subsection. ‘‘( B ) To identify whether receiving final financial aid award estimates not later than the fall of the senior year of secondary school provides students with additional time to compete for the limited resources available for State and institutional financial aid and positively impacts the college aspirations and plans of these students. ‘‘(C) To measure the impact of using income informa- tion from the years prior to enrollment on— ‘‘(i) eligibility for financial aid under this title and for other State and institutional aid; and ‘‘(ii) the cost of financial aid programs under this title. ‘‘(D) To effectively evaluate the benefits and adverse effects of the demonstration program on program costs, integrity, distribution, and delivery of financial aid. ‘‘( 2 ) PROGRAM AUT H ORI Z ED.—Not later than two years after the date of enactment of the H igher Education O pportunity Act, the Secretary shall implement an early application dem- onstration program enabling dependent students who wish to participate in the program— Deadlin e s.
