T he public awareness campaign shall disseminate accurate information regarding the avail- ability of financial aid under this title and shall be imple- mented, to the e x tent practicable, using a variety of media, including print, television, radio, and the I nternet. The Sec- retary shall design and implement the public awareness cam- paign based upon relevant independent research and the information and dissemination strategies found most effective in implementing paragraphs ( 1 ) through ( 3 ). ’ ’. SEC.491 . DI S TAN CE ED U CATI O NDE M ONST R ATION P RO G RAMS. Section 4 86 (f)(3) ( 20U .S. C .10 9 3(f)(3)) is amended— (1) in subparagraph ( B ), by redesignating clauses (i) and (ii) as subparagraphs (A) and (B), respectively, and ad j usting the margins accordingly

and (2) by striking ‘‘ R EP O R T S.—’’ and all that follows through ‘‘House of Representatives on an annual basis’’ and inserting ‘‘ANNUAL REPORTS.—The Secretary shall provide reports to the authorizing committees on an annual basis’’. SEC. 49 2 . ARTICU L ATION AGREEMENTS. Part G of title I V is further amended by inserting after section 486 (20 U.S.C. 1093) the following new section

‘SEC. 4 86 A. ARTICULATION AGREEMENTS. ‘‘(a) D E F INITION.—In this section, the term ‘articulation agree- ment’ means an agreement between or among institutions of higher education that specifies the acceptability of courses in transfer toward meeting specific degree or program re q uirements. ‘‘(b) PROGRAM TO ENCOURAGE ARTICULATION AGREEMENTS.— ‘‘(1) PROGRAM ESTABLIS H E D .—The Secretary shall carry out a program for States, in cooperation with public institutions of higher education, to develop, enhance, and implement com- prehensive articulation agreements between or among such institutions in a State, and (to the extent practicable) across State lines, by 2010. Such articulation agreements shall be made widely and publicly available on the websites of States and such institutions. In developing, enhancing, and imple- menting articulation agreements, States and public institutions of higher education may employ strategies, where applicable, including— ‘‘(A) common course numbering; ‘‘(B) a general education core curriculum; ‘‘(C) management systems regarding course equiva- lency, transfer of credit, and articulation; and Public i nformat ion .We b s ite. 20USC1 0 93 a.
